ExCEL Discovery is an Open Custody treatment program developed to meet the needs of adolescent young offenders. ExCEL offers an integrated treatment setting with enhanced programming in the areas of addictions, education and mental health. Two basic tenets of this program are that most adolescent offenders wish to be successful and that they are capable of learning the skills required to achieve success.

This program focuses on the external factors influencing community reintegration. By providing a physically and emotionally safe environment that fosters positive growth, this specialized therapeutic program enables youth to effectively transition back into their home communities. The intention is to offer support by giving them the opportunity to develop resilience and other skills necessary to gain success.
